I have been thinking of playing an elf but one that does Sor as well as Wiz,
now here is my thing. if one does this which would be the better start class
and second what sort of limits would this type of character have.

It is a very bad idea.
Think about it, you could be level 5 and still have nothing but level 1
spells.

Baaaaad idea! Since combat rarely lasts more than 5 ~ 6 rounds, a
spellcaster's combat power is more dependant on his maximum spell level
-- ie. the number of options he has -- and caster level -- ie. the
magic 'output' per spell -- and less on the number of spells he can
cast per day. By multiclassing Sor/Wiz you will have low caster level
AND lower available spell level -- a very poor choice.

If you MUST multiclass between sor/wiz, take one level of sorcerer at
1st level, then play a specialist wizard for all other levels. In that
case, you will be one level behind a pure caster -- which HURTS -- but
will have access to all wands and scrolls, which MIGHT be worth it. I'd
still think it a poor trade, IMHO.

Much better to go one level of Cleric, preferably with domains in
Healing and Good (+1 to Caster Level, w00t!), and then a Specialist
Wizard for the rest. You might also want to take a look at the
"Generalist Wizard" Elf Racial Substitution Class in Races of the Wild,
as it gives you a bonus spell in your top slot without the normal
penalties. While you are reading up on that, don't forget the other
"Specialist Wizard" options in Complete Arcana... some of them can
trick you out sweetly.... my favorite is "Chains of Disbelief" for
Illusionists. Very Happy

I would go for one or the other until 22nd level, at which time you
multiclass to gain additional spellpower. Were you thinking of a gesalt
Wiz//Sor when you asked this?
