First, the rules question - yes, Pull From Eternity can retrieve a Wish
that's been RFGd; there are some effects that remove cards from the
game
*face-down*, but unless that's specified, the default is face up.
Secondly, the not-quite-asked question - Pull From Eternity can NOT
retrieve a card from your sideboard; these cards are not *removed* from
the game, they were never "in" the game. The RFG zone and your
sideboard are both "outside the game", and a card in either location is
(probably) a valid choice for the Wish cards, or Research, or Ring of
Ma'ruf. (I say "probably" because of the type restrictions on some
Wish
cards.)
And now for the policy question - when the Wishes were released, it was
recommended that a "spent" Wish be placed in the sideboard as a
place-holder, so that the sideboard would still have 15 cards. And, as
I've said before (and has been recently quoted here), that's fine in
"ordinary" circumstances, but is not a requirement. (At first, we did
require players to adhere to that, but Mirari quickly made that
futile.)
Even when that policy was strictly enforced, the act of putting the
Wish
into your sideboard did not make it part of your sideboard, nor did it
remove it from the RFG zone
