Bleah. The 'Empires' games are just badly watered down versions. The
last Empires title I played, the interface for handling your officers was
so horrible, I ended up accidentally dismissing my entire army and STILL
conquered all of China with some no-name lieutenant. The AI was lifted
straight out of Dynasty Warriors, which was a problem because the battles
in Empires worked a bit differently. As a result, the enemy would only
try to make a beeline for your head general - only to be slaughtered en
masse due to their army's overall low morale.
Meanwhile, even if the numbers were stacked in the AI's favor 10 to 1, I
could still pull off a stunning victory simply by taking all the bases to
tip morale in my favor (meaning my attacks would do more damage) and then
simply ambushing the simple minded enemy officers as they would make their
suicidal bee-line attacks towards my main camp. The idiots wouldn't even
stop to fight me as I ran behind them, pounding them into the ground like
an errant railroad spike.
Diplomacy was also a joke. It was very easy to simply sign a treaty with
all the other kingdoms while you pounded the other one into submission. The
AI never questioned my divide & conquer technique, and never got mad at
me, no matter what. Also, for some reason, you could not break a treaty -
even when the game was down to just you and 1 other opponent. I had to
wait through 10 turns of doing nothing while I waited for my last treaty
to expire so I could finally crush the remaining AI...with my no-name
lieutenant I named Doofus in honor of my activities from early in the game.
Long live Emperor Doofus! Long live the Doofus Dynasty!
Maybe the game would be better against another human, but being the PS2
version, there wasn't an online feature at all.

It's not broken. It's...advanced.
