Like archers, warriors, etc. that you place around your border for defense?
I see no money coming out of the treasury, though I have read they have a
turn-based upkeep. What gives?

Civ 1,2,3 or 4?

Assuming it's Civ3: There are government forms that gives X free units per city.

How does that work? Does it work in total? Or does it work on an
individual city basis, assuming unit "belongs" to closest city?

Units do not belong to a city in civ3.
If you have three towns under despotism you will not pay for the first 12 units (that's 4
a city Smile

Just press ctrl-c when in-game and look under 'governments'

No, Civ 4. There does not appear to be a newsgroup for Civ 4 (yet).

Click on the money advisor, maybe it is F2.
Hold the cursor over the unit cost and it will tell you how many you
get for free. It depends on the difficulty level, your civics, and
the number and size of your cities. I have no idea what the formula
might be.
