Post subject: Any software libraries for map/board generation?

I'm an experienced software developer looking to start my first computer
wargame product design. Not sure about the technology yet, but it's likely
to be Java, .NET or Delphi

I'm wondering if there are any code libraries available to handle map
display and unit positioning? Hex based or real maps doesn't matter.
