A good starting point is Wikipedia, which, thankfully, the slash and
burn fanatics haven't deleted yet:

As described there, there are two approaches. One is to have a Slot 1
(the small cartridge) booter such as the PassMe and a Slot 2 GBA Flash
cart to hold the actual game data. You then put POWDER onto the flash
cart, plug both cartridges in, and boot from the Pass Me which then
prompts you to select the powder088.nds file. The advantage here is
that you can play regular GBA games using the Slot 2 cartridge alone.
The second is to get a Slot 1 only card. This leaves your big GBA
slot free and likely is best if you only plan on DS homebrew.
There is, unfortunately, some weird compatibility issues I hear
about. For the DS version of POWDER, it is important that your chosen
card is supported by "DLDI". This is what allows POWDER to write the
save games so you don't have to play the entire time on a single
battery charge.
Unfortunately, I can't speak for what specific cards will work for
you. I personally have bought successfully from natrium42
(www.natrium42.com) and bought a passme and Supercard Mini to act as
Slot 2 solution.
