(ruling) Powerbase: Tshwane, Eccentric Billionaire etc. wi..

A question came up on IRC regarding whether or not you could use cards
such as Powerbase: Tshwane and Eccentric Billionaire to affect the cost
of cards not played in the normal fashion, such as with Concealed
Weapon. In particular, this was in the light of the 7/7/7 ruling:

All cost-affecting cards operate no matter how the card is
played ("as normal" or otherwise). All multiplication and
division is handled first, followed by addition and subtraction.

Obviously, this affects "always on" cards, like Black Cat, but it wasn't
clear whether Powerbase: Tshwane or Eccentric Billionaire would be
affected, because they're both "tap to..." effects. Similarly Baldesar
can optionally reduce the cost of one card (with no tap).

Except that when I explained this on the vtesboston mailing list,
I used terrible examples that were actually full of cheating.

And if you're playing with me, you can't really ever know what to
expect.
