I believe that, no matter what happens, you rob as much as will fit
into the robbing ship, or everything the target has (if it fits).
So the thief ends up with full fuel, cargo, and money, or the ships
being robbed didn't have any more. (Each of those categories is
separate; one might easily fill up on fuel against a ship with a lot
of fuel, while it will probably be rare that you'll rob multiple ships
overflowing the 10,000$ capacity.)
