There a number of reasons for this
there might be something more to the quest stlll
for every quest there are a series of steps. when you get the quest your
journal is updated
when an intermediary step is completed, the journal will be updated again.
When the
quest is completed, the journaL is updated as completed. This final
update is what
marks the quest as done and grey it out.
If it is still marked as active it could bed (probably) because you miss
this final update.
You can check this in the construction set. Look for the questgivers
screen (under the
NPC tab) At the dialogue answers that goes with the quest, you will find
the corresponding
journal entry code. Look it up under the journal option and here you will
find all the journal
update texts.and you can see if you have missed some. If you are
interested here is

You can enter the updates through the console in two ways
If you want to complete the quest more or less normally find the update
that you have got and enter the next entry.

if you want to grey it out as completed, enter the final entry
the code is this: journal <"journal code" "journal code #"> (without
the brackets and the quotes)
So if the journal code is master 30 the entry will look like 'journal
master 30' ENTER
