can be found here

common mis-understanding. All you need to do is register a username and
password, and all downloads are free. I have downloaded many mods from
there with no payment. Have just also downloaded the Multiple teleport
mark file - paying nothing as usual - and look forward to trying it out.

I got my mod from another source because when I clicked on the link to
download it, I was directed to a page that charges $3.33 to $6.95 a
month (depending on the plan) for a membership registration. I just
checked, and the link still takes me to that page.
Unless there's more than one File Planet.

All you need to do is go to http://planetelderscrolls.gamespy.com/ and
click on "Register". You enter a user name and password and you're in.
