Nope, not even close.

They come in the Black Templar Squad box, NOT the Space Marine Tactical
Squad box.

Nope. BT are restricted on the grounds that they are Black Templar
Initiates, NOT Tactical Space Marines.

Pretty much.
The point of using a bog-standard Tactical Space Marine is to make the
models directly comparable. If you've got a Black Templar Initiate, a
Devastator, an Assault Marine, a cross-dresser, and a fur cape, they're
harder to compare.
> and Templars got plastic chapter shoulderpads? those cheesy gits!
Space Wolves got Chapter-specific torsos and bitz, too.

I'm sure the Dark Angels will get a DA-specific sprue when their 40k4
Codex comes out, just like the Black Templars.

I threw the challenge together as fast as I could type it, so it didn't
get very much consideration. I just went with CMoN because it's
universally available with a scoring system. If you've got a better
idea, I'm more than happy to adjust.

I've settled on a model:
http://public.fotki.com/JHwang/wip/rgmw/
This is a Veteran Sergeant model built from the 40k3 Tactical Squad
boxed set, armed with Bolt Pistol and Chainsword. This model was built
to maximize painting opportunities:
- chainsword for bare metal
- bare head for flesh
- pouches for leather
- purity seal for parchment/cloth
- scope with lens
- large skull for bone
I'm still debating whether to add the Auspex and/or Grenades for little
extra texture and contrast color against the potential additional
"clutter" on the model.
Tho seeing it blown up 4x, I see that there are still a couple more mold
lines I'll have to clean up.

I'll cite ya for violations already. That doesn't look like a stock
fig to me. The scope on the bolter is clearly aftermarket, as is the
helmet on the back (if I recall the 3rd edition properly). Just the
stuff that's on the sprue and is SUPPOSED to be attached to the model,
and no fancy additions (can't recall if that facial scar is stock, or
aftermarket).

The scope is on one of the sprues in the tac box (the "upgrade" sprue that
has the special and heavy weapons, and other bits). Not sure about the head,
but it might be on the upgrade sprue too (you do get a helmetless head on
there). The helmet could just be a spare head glued on - if he didn't cut
the neck off, then he hasn't violated his own rules for this.

Meh, call me a purist, but I thought the point of the competition was
"vanilla" figs.
"Spare stuff guled on" sounds like mods to me.

Bah, what if someone heats the sprue itself up to sculpt some extra
details?
Wotcha gonna do then?

It is. This is buildable from the 40k3 "vanilla" Tactical Squad set.
However, if I'm doing competition-level model prep and painting, I'm not
wasting it on a line trooper. I'm spending it on a basic Chapter Master
/ Veteran Sergeant.
> "Spare stuff guled on" sounds like mods to me.
Excuse me, but those are extra bitz that come with the models. They are
*supposed* to be glued on to the models to provide additional texture
and variety.

That would be a clear violation of the "NO sculpting" provision.
> Wotcha gonna do then?
I'd disqualify them from Category 1 and move them into Category 2, as
there is no question that the letter ("NO sculpting") and the spirit of
the rules were both violated.
