I think it's safe to say he's playing San Andreas.
Here are the three ways I know of:
(1) CIRCLE, RIGHT, CIRCLE, RIGHT, LEFT, SQUARE, TRIANGLE, UP
This will lock your wanted level, so make sure you don't
have any stars before putting the code in. This works anytime.
(2) "No-Stars" missions - During either the entire mission, or parts
thereof, you will not get stars when committing crimes or going
to islands that you aren't supposed to enter yet. NOTE: the
missile launchers will still fire at you if you fly too close to
their areas.
"Drive-By", given to you by Sweet. This is the earliest no-star
mission. At the beginning of the mission, don't get in the car
with Sweet and friends. You can run around and do whatever you
want, and the map is still populated like normal. Ballas and
other gangs still hate you, so be careful on their turf.
"Reuniting the Families", also given by Sweet. Don't enter the
hotel at the beginning of the mission. The map is 99%
unpopulated; restaurants and stores still have people inside,
and police officers in guard booths are still there. Also, you
will occasionally see a ped or two on the streets, but it's very
unlikely.
