After tuning the ECU, then tune the turbo, then do a dyno run (you can
abort the run), then go back to turbo tune, move 2 or 3 bars on the left
downwards, then go back to dyno run, then back to turbo tune ... it takes
about 150 to 200 passes, but you can get another 3.3% power out of the
Corolla and other cars this way. The goal is to get the bars for 1 through
5 as low as possible.

For Outer Ring, you need to have no 6 speed and no differential. If I remember
correctly, just install parts 1, 2, and 5. You can get a bit more steering
by not installing the camber plates on the suspension parts.

The other thing that I don't know is if the PS2 times will be the same as the
PC times. Also there's a way to get another 14% more power on the PC cars
by editting the ECU tuning, which is a cheat, but used a lot on the
European servers by PC players. I haven't played NFSU2 in a long time,
but last time I checked it out, there were hardly any players on the USA
server.
I got to elite in all 6 modes on the USA server, and was the 3rd or 4th
player to do this, however, there were a lot more elites on the European
server. At the time I did this, there were a lot more players on the USA
server, and some of them were doing URL's and Street X quite often. Now
it's just not possible, unless you have friends that can help out.
I rarely play any games online anymore, NFSU2 was really the last one.
When NFS Most Wanted came out, I was just too busy with other real life
stuff and other games to bother. Plus I didn't like the Performance
Matching, (it bothered me more than the cheats).
