Because it's not part of the NNTP standard. While HTML is plain text
and as such can be transmitted to newsgroups without violating any of
those standards and many news readers support it, it still doesn't make
it right or part of the standard. You can read about it section 2.2 of
RFC977 which is the standard for NNTP. It states that it supports an 8
bit character but that only 7 bits are used. The high order bit is set
to 0. I see lots of characters which violate this standard.
Not only that, but when you can start putting in different fonts and
stuff, you start making things harder to read. News is not intended to
be a web page. You want fonts and pictures? Use a web forum. That's
what the web is for. I have nothing against web forums or what you can
do with them, but all that stuff belongs on the web. I don't expect to
see a bicycle with an automobile trailer hitch nor do I expect to see a
4X4 with one of those stupid donut spare tires. HTML supports that
stuff, NNTP does not.
