I have a newbie question about a special situation.

It is clearly stated in the rules that 2 units can't exchange places
unless ones is convoyed.
However how do you treat the special case of spain where both costs
have access to the same zone:

This is our case:
England:
F MAO->SPA NC
F POR S F MAO->SPA NC

Italy:
F SPA SC->MAO
F WES S F SPA SC->MAO

now both fleets have 1 support and since they try to enter eachothers
territory it will bounce?
Or will it in this case be ok to "exchange places" since they enter
different coast but the same province?

The supports are irrelevant, remove both supports and you have the same
problem.

They are trying to move each to the other's province, and neither is
convoyed, so they bounce.

The fleets bounce as well.
Important is that they come from
(and want into) the same province.
The coast is not important.

This might seem arbitrary or illogical,
since "in reality" the fleets wouldn't
have to cross each other's path.
However, for the same reason you could
then allow two fleets in spain at the
same time, since there are two coasts.
The rules don't follow reality,
they serve the purpose of making an interesting game Smile
