It's probably a Wells Gardner monitor - notorious for cold solder joints. I
would reflow the solder pins where the RGB wires, SYNC wires, pretty much
any pressure point where wires plug in or out connect. THEN give it a close
look at reflow anything that looks suspicious. If it STILL shakes, start
reflowing everywhere.
