In keeping with the them of tactical flexibility, how about having the
ability to load modules(or units) onto ships which simulate various
upgrades or special features. The modules could be produced in a !
sector and is essentially a land unit, however it would function to
enhance ship capability when loaded onto a ship. Some ships might only
have room for one module upgrade, however larger ships might be able to
accomodate more. The various module upgrades would only be available
at the appropriate tech level.

Examples might be;

Flak module upgrade (to increase ship aa capability) - essentially an
aa unit with same function on land.

Radar module upgrade (advanced radar capabilty eg double ships normal
range) - essentially a radar land unit with almost non existant
mobility so cant be used on land.

Anti missile upgrade (to give/increase ships ability to shoot down
missiles) - new anti missile unit which would have the same function on
land (ie protect coastal ships or ships in port if within one sector
radius)

Ballistic missile defence (shoot down ballistic missiles) - essentially
a patriot (air) unit (currently these things dont appear to function
when loaded on ships) This would also give fleets increased protection
against nuclear weapons and allow patriots to be based at sea, where
they might be safer and more effective.

Currently most of these things exist in some form or another - except
the anti missile unit. And all of these modules(units) would have
similar functions as land units in their own
right.

Modifications might be needed, for example radar units might have much
reduced mobility
so they cant be used very effectively on land.

Of course this would mean that most medium and large ships would have
the ability to carry one or more units. To counter the potential
missuse of this ability to carry infantry units for assault purposes,
only ships with the land or semi land flag should be able assault with
land units (whether or not the land unit has the assault capability)
For example a marine unit should be able to assault from a transport,
but not from a battleship - battle ship would have to unload the unit
in a harbor.

I was only referring to ships, which already have the capacity to carry
land units. Its just a question of having the right land units which
would operate on a ship to improve its capability. Not really a new
concept is it?

I think your concept of ship modifications is really encapsulated by
new, higher tech toys. Rather than upgrade/retrofit an old DD, build
a new nucular DD.

At that point in the game, money usually isn't your limiting factor
so you shouldn't feel much sadness in scrapping your old fleet in favor
of a fancy new one.

Besides, if you have that many old vessels around when new technologies
come on board... what the heck are you doing? Those ships should be
busy getting sunk in battles somewhere. Wink
