Will the minefield destabilizer destroy my own laser, gravs and uncloaked
barbitics even if enemy minefields are in range? Tims page and the wiki
suggest different answers on this.

I don't know what the wiki says. Tim's page is correct. The destabiliser
will possibly destroy your own minefield if enemy minefields are present.
The minefield it wipes out is random.

The device isn't player specific, so it will remove any minefield that
meets the criteria. If I had to guess, I'd say that it loops through
all space objects (0 to 20,000) then checks to see if its a Web
Minefield (skipping it), and then checks the distance to the ship with
the device, then removes it.

It also tends to remove closer minefields before those more distant.
