another leveling question

I read the last patch, or one of them, made it so making it to 100 in
something doesn't stop your levelling anymore.. So it's safe to let
destruction hit 100, even if the other primary skills are 5+ behind it,
and the major/minor ones are 30 or more? I'll still be able to get the..
5-7 levels out of the lower skills?

I suppose I'll probably find out before I get a response, since I'm
close to it now. I'll probably start a new character before long either
way, to make sure I can get the thieve's guild, since the dress they
told me to steal never showed up

I'd appreciate some suggestions on class customization, too. The sites
I've been to have had plenty of info on what does what and all, but have
been fairly limited in fully listed examples.

People have given the complete information on their favorite custom
classes on this newsgroup. If you go to Google groups, advanced
search and search alt.games.daggerfall for all posts with "custom" in
the subject header, you will find a bunch of them.
