Can I kill the pervert? (spoilers)

In the mission where you have to follow some people for the guy who is
clearly mentally unbalanced, there is a pervert who creeps up on a woman and
obviously does something to her as her reaction shows.
I haven't come across this guy again. Is he an in-game pervert? Is there a
point to his perverseness like another mission? I just find it an odd
character placement in the game. Why have a pervert if there is no other
point than this particular scripted event in this mission?

I didn't run across it when doing that mission, but I'm pretty sure he's
actually a thief trying to pickpocket. That's not scripted to happen at
any particular time or place, but when it does happen the NPCs don't
like it.

Ah that would make sense. I only thought it was a scripted event because
several people I have spoken to got the same event.

I did too. I think it was the first one. The woman. She goes to the vinyard to
the right of the road and sits down inside that small outhouse. I followed
this guy up there and he didn't try to pickpocket. He just skulked outside and
watched her. Very strange.

It didn't happen to me either when I did that quest. However, later in
Bravil I watched the poor Argonian City-Swimmer make a botched
pickpocketing attempt and eventually get killed after a long chase by
the guards. When I later had to reload an earlier save-game, it didn't
happen and City-Swimmer is still in the lands of the living. So NPC
pickpocketing attempts are not scripted.

Wow, the first real instance we have found that radiant AI is doing it's
thang. Pickpockets will randomly choose targets and get random hits & misses
with their skills.

I wonder if all the non quest related NPCs could be killed off eventually. The
world would seem very empty then. Or are new ones generated periodically.

Not if I code the mod I'm working on correctly. Everyone should already be
familiar with the charm, calm, and frenzy spell families. Oblivion adds an
additional layer on top of this by grouping NPC objects so that different
groups may antagonize each other. If the skeleton aiming an arrow at you
hits a goblin by mistake, they start attacking each other.

Put simply, I'm trying to create a variation of the Frenzy spell that
causes non-player characters to want to kill each other. Why do the
killing when you can convince other people to do it for you? It seems to
be working for us in Iraq. :/

Which reminds me. I tried to kill off everyone in imperial
city today. I got bored of trying. There's an awful lot of
people.

"28 days later" and "12 monkeys" did this rather well, i hope yours can

Heh. No, I meant random violence of course. Then again, for an alt character I
might take up an assassin gone bad type. That could be interesting.
