judge dredd help

I can´t complete the training mission in judge dredd. I get stucked in the
room where the shooting range is. I have tried everything possible.
the game says i have to change to "reticule" bullets. I have tried all
bullet types and fired at the target but nothinh happens.

I have completed the part of the training. It´s simple. Sometimes it works,
othertimes I can fire for half an hour on the target and nothing happens
