Morrowind had 11 joinable factions; 3 Great Houses(mutually exclusive),
3 Imperial Guilds, 1 native guild, 2 churches, the Imperial Legions and
the Blades. Just like Oblivion, the Blades were part of the main quest
and thus difficult to avoid. There were also 2 factions that were
not-quite-joinable, the Imperial Excise officers and the Twin Lamps. I
can't say if either was originally intended to be joinable.
Oblivion has 6 full factions; the 3 guilds, the Dark Brotherhood, the
Blades, and the Arena. There are also a couple of things that show up in
the faction list, but don't really have a quest structure. So far my
character has been named a member of two different knightly orders and
an association of vampire hunters. Each of the full factions has a set
of quests that's perhaps a little bigger than the sets in Morrowind
were. However, there seem to be far more independent quests not
belonging to a faction.
It seems to me that the total number of quests in Oblivion is slightly
lower, but each quest tends to be more complex, for a greater amount of
time spent questing than in Morrowind.
