I had same issue (with a single installation of the game) if I had
previously played another game in the same game slot. Try going into
your Planets directory and deleting the appropriate slot folder in the
\war directory. Maybe you have to do the \univ directory too, I don't
know. The game will rebuild the folders the next time you run
planets4.exe. Or, just start using a previously unused slot.
