Probably dirty/scratched CDs or a faulty DVD-Drive.
Try cleaning the DVDs with a soft tissue. If that does not help,
put them in the fridge for one or two hours. This has helped me
with faulty audio cds in the past.
The "problem" with GTA III and VC (and SA as well) is, that it
streams the landscape and sound etc. from the disk and this more
or less permanently. If a read error occurs, guess what happens:
No data from the stream!
I suggest getting HD Advance anyway and forget about slow DVDs.

I use a no-cd crack - even though I bought PC:GTA VC and SA.......
though I don't think GTA streams data off the disk while playing.....

Ah. I was writing under the prefix that he is playing the PS2
version. Well, always state what you have, there you go.
