An additional problem would be the unknown values a real board would 'find'
instead of the missing PROM values. Probably FF across the board, but I
wouldn't bet on it. Whether the PROM is executable code or just data would
make no difference here, as reading the wrong missing data could yield a
different result. If the Boot PROM is missing, it wouldn't make any
difference trying to emulate anyway...no Boot PROM, no anything except
maybe raster.
