Can someone help me with Red Alert 2 Rules INI

Hi,

Is there some way that I can manipulate the rules.ini file so that I can
use the Desolator on any level of the game? Also is there a way that I can
get a Tanya unit even though I'm playing the Russians side of the game? Is
there a way that I can speed up the timers? Like the Nuke Timer takes
10:00 minutes to activate. Can I speed this up? If so How? I play
against the AI and thought it would be fun to turn odds more in my favor.
