There's something fascinating about seeing all those little guys and
girls working in real time, in Age of Empires II. Not so much the
fighting, but the building of a settlement.

At the same time, I want to be able to control the guys and girls
directly. I've tried Settlers 1, and also either 3 or 4 (possibly both)
and that's not for me.

Are there any games similar to Age of Empires II, but preferably with
little or no combat? Some kind of economic struggle instead would be
more fun.

IIRC, Tropico lets you do just that. You're the ruler of a small tropical
island, and you have to develop it, steering your narrow way between USA and
URSS, and keeping the different groups of your population reasonably happy.
You can check the activities of each of your citizens, "read their minds" to
discover what they need and what they like and dislike of your policy, and
even use police against troublemakers, to the point of having them
"disappear" for good (often at a cost, of course, if they had relatives,
friends, and followers...); and you can decide if you want strive for a good
place in the history books or for a fattish account in a Swiss bank to
retire on - or a bit of both! It's not new, but I remember it as an amusing
little game...

Tropico is a very fun game, and I already have it (as well as the
expansion), but actually you do not get to directly control your
underlings. It is much more similar to Settlers or Evil Genius, than it
is to Age of Empires.

However, Tropico *is* extremely ligh on combat. Apart from the
occasional outbreak of revolution (or counter-revolution), it is a
peaceful game.

What about something like SimCity Rome?

You start by placing a town hall and have to build your city from
scratch. You need to develop farms to feed your people, jobs to employ
them, temples and city improvements to keep them happy and to raise
property values so you can increase taxes to pay for more building.

Each "little guy" can be clicked on to find out their mood or what they
are working (or playing on). You can research new technologies to
improve efficiency or happiness. You can trade with your neighbours. If
your city management skills are up to the task you will have new
immigrants arriving. If you are unpopular, people will leave.

There are missions that also have you building legions to defend your
city but you could also sandbox mode to simply build an attractive,
efficient, and popular city without worrying about major warfare. The
occassional lion attack on your foresters or neighbourhood fire will
still require a watchtower or two. Sending your legions to take out some
pesky babrarians is fun too!

I don't know what you mean by "control directly". A peon simulator
would be fun but I don't know of any. As for more economy-based
strategy, check out the city building series. Most of the games are a
little older, but since you're referencing AOE2 I assume you don't
mind.

Do you mean CivCity:Rome? Your description sounds like it, and it's a
good game (still looks nice too). Don't think there was ever a Rome
game in the actual SimCity franchise.

D'oh! Yes. You are correct. _Civ_City: Rome

Thanks for catching that.
