HAPPY = MIN((happiness_on_base / 100), 1.5) ' can be 1.5 max
GROWTH = (race_growth_rate + Exotics) / 100 ' Exotics max:
20+50+70->140
CITIES = 1 - cities / 500 ' 500 Cities -> ZERO
growth
TC = 1 - training_centers / 100 ' 100 TCs -> ZERO growth
FOOD = (food - food consumption) / max_growth_factor


FOOD (all capital will be a %) of total food on base - this turns
consumption / number of turns of food stockpile for max growth*
(pop/100,00) not to exceed 100% (max_growth_factor)

this is assuming switch for fast food consumption is on

in other words if you have default settings

1000< food will be 100% for a pop of 1,000,000
1000=food will be 50% for a pop of 2,000,000
2000< food will be 100% for a pop of 2,000,000
