I was online at my typical time (11pm HST) and was sent a tell by apfohau
informing my of inf for sale via a website. Is this considered a User
Agreement violation or just unethical but acceptable?

I'm sure I'm not the only one who received this tell from a lvl1 character
in Outbreak. I suppose someone may have reported it if I didn't. Being
that the character was in Outbreak, I wonder if the user expected that they
would eventually be reported and their account suspended (if that is
NCSoft's usual way of handling such matters), was this account and the cost
to open it worth while? I think the offer was 1 million influence for a
little more than a dollar. I don't remember the website one would have to
visit to make that transaction.

This has been going on for years in EQ and EQ2.... The spam-farmer
has multiple accounts, creates his character, uses a spam-bot for about
an hour, then deletes said character. Rinse-repeat 8 times. Next account
go again. Most of these people won't respond even if you DO warn them
and reporting them doesn't seem to stop them. EQ2 added a <spam>
message that labels any tell to you that doesn't belong to guildies or
recent
tells as spam. That is about the only response I have found in a MMO.

I'd have reported it. I can tolerate most abusive users with an /ignore as
necessary, but that's beyond.

A reply to the idiot explaining that what they were doing was something
that would get them suspended might have been a reasonable step. However, I
have trouble believing that anyone with 1 million Inf to sell, or online
hawking a game-gold website, was either innocent or clueless.

This has been happening on Justice for about a week now-it's appearantly
sent to everyone on the server at the same time. It sucks-I've even seen
the head of the biggest sg on the server use that exploit as a recruiting
tool. It sucked then too.
