Ok, how about this: the triad income is tied to a population of at
least 50k in each triad base; meaning the triad income is 1,500 mc in
all triad bases, if there are at least 50k colonists in each triad
base. The triad income is restricted to 750 mc in all bases if at
least one triad base has only 25k colonists while the others have
more. This way the triad income is tied to 150k colonists actually.

About simple 50k colonist per base needed, if missing any colonists
income = 0
