That's expensive in time, which you probably don't have if your enemy
lives next door.

The point is: each of these tactics alone may be quick and easy to
perform. In reality, you have too much to do to focus on a single tactic.
Last example: when testing a fleet combat system, I tried to build a
fleet of, say, 20 K'T'Inga (IIRC the equivalent to the D7), and try how
well they performs against a big guy when fighting as a group. I didn't
manage to get these 20 K'T at one place, simply because my neighbours
and even simple day-to-day jobs kept me busy to spend one here, build a
freighter inbetween, sweep there, etc.

I do not doubt that building huge piles of ships can make you win by
some definitions of winning. "Most ships in turn 60" can be one such
definition

But then it's the task of the other players to use the
weak spots. E.g. many junk ships -> many undefended planets.
Probably PHost's build queue makes a big difference to Tim's host, too.
Tim's round-robin queue allows you to enqueue junk ships "just in case
the build queue hits me this turn". PHost penalizes that, because every
change to the build order resets it back to the end.
