OK - thanks - a bit of twiddling later I got 2 and 7...still makes no sense
to me...I've got a fancy floating jalopy now, though.

The lower "dock" needs all seven to be charged so that all the magnets out
in the "air bridge" can guide the ship to the other side.
The upper deck needs only two charged so that the upper and lower
electromagnets balance the ship to float at the proper dock level.
