Short Answer:
First, play the Main Quest all the way up to the Defense of Bruma quest,
and close the Great Gate that opens during that quest. This is the
point when the maximum number of gates can possibly be open. Then, DO
NOT go any further in the main quest. Just walk around randomly until
you find 60 gates to close. Only about 1/2 of the possible gate
locations will spawn a gate in any single game, and the same spot can
possible spawn a gate every time you get near it, so just keep checking.
Long Answer:
Not all of the locations that *can* have a gate *will* have one. There
is a maximum number of gates that will open at one time, and that
includes already-closed ones. Depending on how far into the main quest
you are, you might already have reached the limit. There are 90 places
where a random gate might open, and the decision to open one is made
when each time region loads. This is based on a percentage chance of a
gate being there. Once a gate opens and you close it, no gate will
spawn in that spot again.
There are also 10 fixed gates that always open, as part of quests: one
per city, plus the Great Gates near Bruma and Kvatch, and one near Fort
Sutch. These gates open at different points during the main quest, but
all of them will be opened by the time the second Great Gate near Bruma
opens. These also don't count towards the maximum open gates.
Basically, the gate opening logic works like this:
* Once you rescue Martin, up to 25 gates cam be open, and there's a 25%
chance that any possible gate location you walk by will open one.
* Once you get the Mysterium Xarxes from the cult, up to 50 gates can be
open, and there's a 50% chance that any given location will spawn one.
This also opens all the gates near cities, except Bruma. For that you
need to give Martin a Daedric Artifact and trigger the next part of the
main quest.
* Once you retrieve the Amulet from Camoran, up to 20 gates can be open,
and there's a 20% chance that any given location will spawn one. This
means a maximum of 20 for the entire game. In other words, if you've
already got more than 20 gates opened (including ones you have
subsequently closed), NO MORE will ever spawn from here on, and you can
never reach the maximum of 60 closed gates.
And, of course, once you finish the main quest, all the open gates close
and no more ever spawn.
