How can I find my first fishing rod ? (Ruby)

After I beat Norman somebody gave me "I can really remember" the MO
SURF. Then I realize that I didn't have any water pokemon. So my
question is ...

Where can I find my first FISHING ROD?.

Please help me as I cannot make any progress since two days.

Actually, you don't need a Water pokemon - Zigzagoon/Linoone can learn
it. (I always have one of these in my party and give it Cut, Strength
and Rock Smash and a 4th attack that depends on my whim - and he doesn't
just sit around wating to pick stuff up or have his HMs used, either. He
only gets replaced when I get a Tropius [which gets those HMs plus Fly;
my Water 'mon, usually a Tentacool/cruel 'til I get
Spheal/Sealeo/Walrein, is a combo mule and fighter - usually Ice Beam
for the 4th move])

Old Rod - Fisherman below and to the east of the dock on Dewford
Good Rod - Fisherman on the shore across the water east of Mauville.
Super Rod - Fisherman in a house in Mossdeep.
