i also found an editor at the below. it indicated "This DOS based program
lets you edit everything in C&C, including the building and vehicle
settings."

by the way. if u have Tiberian Sun, you can get a mod that changes
everything to Tiberian Dawn. Return of The Dawn is a wonderful mod. lets me
play TD in skirmish mode. wow, more C&C!
