We are constantly struggling with searching for specific skill or
feat descriptions in regards to the published books.
Isn't there a master list somewhere with all of the skills and feats
published listed, as well as which book they appeared? We have no problem
purchasing the books we need or want, but its difficult to know which
ones you need in regards to specific skill or feat descriptions.
Any suggestions?

In a word... no.
There are too many d20 companies out there to get a list of all
feats/skills everywhere. If all you want is WotC stuff, that's a little
easier, though I don't have a URL handy at the moment.
