There are spell making and enchantment altars in the University. You have to
complete the first round of mage quests to gain access.
Also, many of the expansion packs provide altars you can use. >> Stay informed about: enchanted weapons |

I think they are both in the building called the "praxalogical center". If
you become Arch-Mage yourself, your private quarters also have one of each
kind of altar.
Making spells and enchanting items is one of the best parts of the game. If
you have got half a million gold and haven't experimented with them, you
have missed out on a large part of the fun of the game. Definitely worth
finding. >> Stay informed about: enchanted weapons |

If you get the Knights of the Nine expansion pack, Frostcrag add-on gives
you access to enhancements/spells and a few other things.
I wish their was a way to use more than one stone at a time. I would love
to use 3 or 4 stones on some weapons or equipment. I have never been able
to enhance anything greater that the weapons/equipment I can pick up around
Oblivion.

Go to the chapels in the cities, the monks have healing spells, among other
things.

You find weapons and armour with the same level of enchantment as you can
make with completely filled black or grand soul gem?
Even a Level 1 player can make an enchanted bow or one handed sword with 60
hp of magical damage, which gives 180 hp on a sneak attack. Where at any
level can you simply find a weapon with that level of enchantment? >> Stay informed about: enchanted weapons |

Well, the limiting part is the black/grand soul gem, you are limited to just
one each time. I am currently at level 50 so money is no issue. I have
tried multiple times to enhance swords, maces, and bows to as great a level
as I can pick up around Oblivion. I always end up with something that has
1/2 to 1/8 the number of uses per charge. Keep in mind, the dagger given to
you at the end of the black hand quest requires some 8 black/grand soul gems
to fully charge! I have picked up many swords that require two or three
soul gems to fully charge .
When enhancing armor, every attempt to enhance for feather, or life detect
or fire/frost/shock protection always falls 1/3 or worse behind what I can
pickup around Oblivion. Enhancing weapons/armor is only a short-term
solution until you come across something in Oblivion that is better.
I'm at $ 29,910,000 and going for 30 million! I am also going around
shooting everything with arrows, sneaking up to them, blocking their
attacks, and jumping off of tall buildings trying to level up the last
things I have left to do. ( I still don't like speech craft).

Use cheat codes
Enter console mode. Type "player.advskill speechcraft 1" or 2 or
whatever. Exit console mode.
Unfortunately the cheat codes will not advance you to your next level. It
only helps leveling your skills levels overall. >> Stay informed about: enchanted weapons |

No. They must be recharged by an enchanter or you, but as well as soul
gems, there are also Varla stones, which recharge all items in your
inventory at once. They're fairly rare, though. See
http://www.uesp.net/wiki/Oblivion:Varla_Stone for details. >> Stay informed about: enchanted weapons |

Is there any other way to get speechcraft to go up? I am just mentally
blocked
from using a cheat code.
I imagined that the only way to do it was to play the wedges game that you
get when you try to get someone to like you.
But by the time you can do anything with the wedges, your personality is so
great that you get "disposition maxed out" and can't do anything, or so it
seems. >> Stay informed about: enchanted weapons |
