Could you quote the entire sentence? "wind up" could imply Cross
getting angry, or Cross moving to a certain location on the game map.

Hi there~
The origin words are:
/*start*/
When your heat gets high enough, you may wind up getting chased by
Sergeant Cross.
Cross is the most skilled driver in the Rockport Police Department.
He'll be on your tail throughout the prusuit and direct the strategies
used against you.
/*end*/
These words appear in the game during loding.By the way, my game is NFS
MW BLACK EDITION!!
Thanks in advance! >> Stay informed about: How to enable heat level 6 in NFS MW? |

Ah, in that context it just means "you might get chased by Cross".
Nothing more.

In this case the important phrase is "may wind up", to rephrase this:
When your heat gets high enough, "there is a chance that you will be"
getting chased by Seargent Cross.
An examples to explain this usage of "may wind up":
If you touch something that may be very hot, you "may wind up" getting burned.
Note that "wind up" has multiple meanings (isn't English fun for non-native
English speakers?).
Another usage of "wind up" is similar to a pratical joke, where the goal
is to state that if someone does a particular act, that person will be rewarded
for the act, but it's a lie. Normally the act is something very difficult, so
that the person will spend a lot of time trying to do the act. For example,
tell someone that if they play NFS:Most Wanted on the most difficult
setting, never reset, and win all events, that several super powerful
hidden cars will be unlocked. The point is that this is a lie, and
it's called a "wind up", similar to winding up a toy so the toy does
something for a long while. >> Stay informed about: How to enable heat level 6 in NFS MW? |

Thanks, Jeff!
It's very kind of you to help me to improve my English. And I have
never noticed that "wind up" has this kind of usage. So the game is not
only for fun, but also help my English. >> Stay informed about: How to enable heat level 6 in NFS MW? |

As noted, one primary use of "wind up" means to end up in a certain
condition, like if you stay out in the sun too long, you "wind up" with a sunburn.
In the case of a spring driven toy, turning the spring key is also another
common usage for "wind up". It's this meaning that has turned into
a slang used for having someone waste time doing something. >> Stay informed about: How to enable heat level 6 in NFS MW? |

To let you know the type of chase required to 'wind-up' being chased by
Cross, I just completed a level 5 police chase in the second to last level
which lasted over 17 minutes (damned if I could get to a hiding place!) and
Cross appeared on the radio after about 13 minutes. There's no difference
that I can see in the actual level of police tenacity once he appears, it's
just a different voice to listen to on the radio.
BTW I ended up with a very welcome 7,000,000+ bounty points for that chase,
well pleased I was
