I don't remember straight away, but I think there was a text entry
field there, and that might be interfering with the lay-out.

You could install it in some emulator like vmware, virtual pc, bochs
etc.

I wonder why anyone would really bother, though. I would find it
reasonable to give an error message saying "You shouldn't have a
computer" if people tried to access web pages with IE 3...

Uhm. You can turn that off. I actually have done that on my account on
my parents computer. And also I made my girlfriend do that.

Anyway, Start-buttons are for wusses. I just have a big File-button.

Well, this IE 3 is not technically installed, it's just shoved in a .zip
file. I think you can get all the old browsers that way so you can test in
them.
