No. If you do not have the disadvantage of not being able to
regenerate spell points when you sleep, then you will regenerate spell
points when you sleep. Regenerates in Darkness means that you will
regenerate Health points slowly if you are somewhere dark, as in a
dungeon, or at night.

I'm not sure. You can make sure that you level very slowly by taking
Major and Minor skills that your character would seldom use. You
could distribute your bonus points among skills that you don't want to
use much, leaving the skills that you do want to use at lower numbers.
