Been playing Oblivion for awhile now...but...
(1) Where is the spell, levitate? I loved it in Morrowind, when I could
make it into a permanenced ring of flight. It would really look great with
Oblivion's technology.
(2) Why aren't the deer afraid of men on horses? >> Stay informed about: 2 questions |

Never put in, as far as I can tell. It's foot-slogging all the way. I
recommend investment in sacred lotus seeds and flax seeds and make more
Feather potions than you can stand.

Probably more than you want to know since Greg has already answered but what
the heck.
For AI purposes, deer are members of the "Prey" faction along with sheep &
wild horses. (confidence = zero so run away.)
Game also "sees" PC/NPC horses as prey because of package. Same faction; no
attack; so no need for deer to run too far.
As Greg posted, game does not "see" your character, but only your horse
while you are riding him. (Horse & rider as different AI would've been very
problematic. A brief discussion about why AI was "dumbed down" is at:

Anyway that's why everything always seems to go after your horse first.

It was removed, partly for technical reasons and partly for gameplay
ones. The design of Oblivion has walled cities where the inside cells
and outside cells aren't actually in the same maps, for faster
rendering, so it would look kind of strange to fly over the wall of a
town and find the empty interior. And the dungeon-type maps inside the
rifts would be rendered trivially easy if the player could fly over
the walls and traps.

They aren't afraid of horses, and the designers chose not to make
'man-on-horse' a different creature type than 'horse', for reasons
