Are you sitting comfortably? No? Tough....

Collect the book item from the Mayor's statue and take it to the street
that leads to the restaurant's front entrance. This street has a cinema
that's showing "Biohazard 4" and is connected to the shopping lanes.

Somewhere in the corner of this area is a fountain. Collect the metal
compass item and place the book in it's place (I think it might be next
to where the compass is, can't remember sorry).

Now, take the compass back to the statue and place it where you got the
book. Viola, one battery. You can now use the battery on the lift in
the construction area at the top of the stairs to get to the electrical
substation.

Hope that helps, you might want to check Gamefaqs.com for a proper
guide as this is from memory. After beating RE3 with the knife I kind
of lost interest....
