What do you even mean rotate ramps and bridges?
Food limit only should stop you if you are building units. You can have
multiple races, each gets up to 200.
If you are just playing melee, you can play a team melee all with the same
race and have food limits increased to 600 (but you are severely limited in
number of players - unless you play with multiple people being the same
person)

I'm not much of a map builder (so could be corrected) but these are what
I know (and can be done with StarEdit (the default starcraft map editor)).

Ramps and bridges only come in 2 orientations.

Not sure what you mean here.
What I mean is that, once you reach a certain number of units (or food
amount) firing (there is no way I'm counting how many), each unit goes
through the animation of firing (eg Dragoons open up their back), but no
"missle" (plasma ball in the case of the dragoon) comes out, and no
damage is done to the target (nor is there any animation on the target).
It's quite funny (but annoying as well) seeing a protoss scout only fire
1 missile (instead of the usual 2).
I think that there is a max unit's limit as well, but it has a message
like the unplacable units one ("unable to place unit (XXX) at position
(XXX,YYY)" - try building tanks a large number of tanks without a relay
point).

There is a max number of items on the map that includes mineral patches,
trees, critters etc. It is a limitation of the engine.
You hit it sometimes on those gh3y maps with 8659869869869698698698 mineral
patches.
