How can I create my own skins for Sims 2 ?

Hi to all,

I have been playing Sims 2 now for quite a while, and I have added
skins from various creators to my game files.
Then it struck me as perhaps a good project to pass some time, to
create some of my very own, now that I am retired.
What would I have to purchase and learn to do, to accomplish this.
Time and patience I have plenty.
But,...where and how do I start?

Any help would be really appreciated.
