50/50 is actually the optimum for worlds with that could support at
least 60 cities.
Each Undercity counters the penalty to growth for 1 city.
Additionally, the first 30 Undercities give a bonus to growth (they
also counter the growth penalty for 30 cities). So for smaller
populations, you need to decide if you want the growth bonus, or the
extra MC a city would give.
