I see how that could be perplexing. Is it possible you have removed
the space race from the allowed victory conditions? Do you have a
palace? Do you still own the city that built the Apollo program? Are
you trading away all your aluminum? Check the trade advisor --
perhaps a mine or road has been pillaged leaving you less aluminum
than you think. Have you already won?

None of those seem likely, but that's all I can think of.
