I NEED HELP WITH OBLIVION - where do i find ruin tail after he leaves and i find his journal i dont know where he goes.

I'm level 29...and I still don't have a clue how to snatch souls when you
slay enemies. It would be a nice trick to do too, since 'charging' one's
enchanted weapons seems all the difference between abject failure and
success on these quests. Varla stones I've found are more valuable than a
boatload of gold in this game.
Advice, instructions? |

I have the Umbra enchanted sword that I picked up on the Clavicus Vile

I think my question should be how to raise my 'conjuration' skill then. I
am, as of yet, ineligible to the Soul Trap spell. I think it's less than 20

Soul Trap is Mysticism, not Conjuration, unless you're using a mod
which changes that. The most useful Mysticism spell to practice with

using teleporter pads (when you find them) is mysticism too. If you have
a soultrap spell in your inventory, you can use it for enchanting items,
whether you can cast that particular spell or not. It is the duration that
distinguish a "cheap" and affordable spell from the expensive and
more lasting ones

In Oblivion, you DO have to be able to cast a spell to enchant with
