I set hconfig to have 0 odds for all types of mines, set max size of
minefields to 0 and lifetime to 0. With the computer playing, I had ships
that struck barbitic mines and took damage.

I think there's a bug that if you lay a minefield at the same time someone
is coming in to attack, mines have odds to hit ships even if all settings
are set to 0.

Surprinsing. I never thouht it should work like that.

"at the same time"
Do you mean the same turn? Minefields are laid at the end of the turn.
They cannot be hit until the next turn.

If they lay at end of turn, then its just a straight-up bug. With
everything set to 0, I didn't want mines. The computer player lays them
all over the place (I find it more annoying in the game). If they can't
be turned off, that's a shame

However, setting the odds to 0% and still hitting them sounds like a
mathematic problem in the host
