If they lay at end of turn, then its just a straight-up bug. With
everything set to 0, I didn't want mines. The computer player lays them
all over the place (I find it more annoying in the game). If they can't
be turned off, that's a shame
However, setting the odds to 0% and still hitting them sounds like a
mathematic problem in the host
