I'm trying to create a key bind that puts a power on auto (simular to
holding the CTRL key while you click the power (puts a green circle
around it)) but it's baffaling me. I'm sure it's a simple thing that
I'm missing but I've been up for 36+hrs so far trying to get our
basement to a non-filled with water state that the simple things are
more and more complicated. Thanks all.

Or, to make the example more complete,

/bind ctrl+h "powexecauto Hasten"

etc.

The Auto'ed power will remain so until it's specifically un-set or another
auto power is set. You usually have two auto power binds to, say, let you
switch between Hasten and Conserve Energy, or whatever.
