Are there any evolution stones in the game, apart from the ones offered for
Eevee? I want to perhaps use a fire stone to make Vulpix evolve. I have
chosen a water stone earlier to get a Vaporeon.

Also, while I'm at it, is there a way to teach surf to Vaporeon without
trading it to gameboy? If not, when's the earliest point I can trade and
where?

That depends on what version you're playing. I assume this is either
Pokemon Colosseum or XD: Gale of Darkness.

It is XD: Gale of Darkness. I figured if I can't get another stone, Vulpix
can be transferred to LG where you can buy an evolution stone anytime.
